0001976: unactive uplinks become managed after a reboot
If you deactivate an uplink on the main page and then reboot the firewall it becomes managed.

Tested with a pppoe uplink

if the uplink is autostart=on and enabled=on during boot the managed flag will be set to on

If I set enabled=off, autostart=off, managed=off the uplink doesn't start (correct)
