this happens also on 2.2.

Seems that the uid and gid are not re-set but come from the downloaded archive.
I don't know which user is used to edit the rules from the gui but in case it's not root (it would be better) it may not work.

See the ls -l output on 2.3:

those files will not changed by a script, so it should be ok.

however, after untar, we should give them root.
