DescriptionFirst time the system boots i got these errors in the system log

ntpd (9502) Bad file descriptor

Solution is to reboot the system or do this:

/etc/init.d/ntpd stop
killall ntpd
/etc/init.d/ntpd start

is it possible that ntpd starts when the uplink is not already up and running?

No because its not a dial-uplink. its an uplink with static ip direct attached to a router.

I think its a problem of the ntpd. This happens if there is more than one instance or ntpd is running.
