0002810: Change Additional IPs without restarting uplinks

Description

It would be nice if it was possible to add/remove Additional IP addresses from interfaces (possibly including uplink interfaces) without actually needing to restart the uplink.

Additional Information

For example I have a pppoe uplink, an orange interface and a green interface.

I should be able to change the additional IPs on the green or orange interfaces without a restart of the ppp uplink.

Additionaly, at least for pppoe, it would be nice if I could change the additionall IPs on the interface without restarting the uplink. (Restarting should only happen if the pppoe details change)
